Fix build breakage on darwin introduced by me in r215861

gcc/ChangeLog:
	* gcc.c	(driver::global_initializations): Remove "const" so
	that GCC_DRIVER_HOST_INITIALIZATION can modify decoded_options
	and decoded_options_count.
