libgupc/
	* configure.ac: Add configuration option for selecting a job
	launcher (slurm, yod).  Default is slurm.
	* configure: Regenerate.
	* config.h.in: Regenerate.
	* portals4/gupcr_runtime.c: Select the right pmi.h based on
	the job launcher configuration.
