Add a stub header file "feedback.h," needed to compile glibc and
linux.
       Backport from mainline

       * config.gcc (tilegx-*-linux*): Add feedback.h.
       (tilepro-*-linux*): Likewise.
       * config/tilegx/feedback.h: New file.
       * config/tilepro/feedback.h: New file.
