Log message:
	* configure.tgt (i?86-linux): Default to with_arch instead of
	CFLAGS.  Add -mtune to match target_cpu.
	(x86_64-linux): Tune to i686.
	
	* fortran.c (omp_test_nest_lock_): Fix typo.
