Log message:
	* config/mips/mips.h (EXTRA_CONSTRAINT): Give existing meaning of
	'R' to 'U'.  Make 'R' mean a single-instruction memory reference.
	* config/mips/mips.md: Replace 'R' constraints with 'U'.
