Log message:
	* config/mips/mips.c (mips_legitimize_symbol): Handle small data
	references for TARGET_EXPLICIT_RELOCS.
	(mips_reloc_string): Return "%gp_rel(" for RELOC_GPREL16 if
	!TARGET_MIPS16.
