Log message:
	* doc/tm.texi (TARGET_SWITCHES, TARGET_OPTIONS): Adjust markup.
	Document use of N_(...), and show it in examples.  Note that
	documentation should be added to invoke.texi.  Avoid an overfull
	hbox.
