Log message:
	* config/sh/sh.h (TARGET_NONE): New.
	(TARGET_SWITCHES): For all variant-selecting switch, use
	TARGET_NONE to reset all other variant-selecting switch.  Added
	empty strings to avoid warnings.
	(TARGET_DEFAULT): Set to SH1_BIT.
