	* parse.y (parser_qualified_classname): Removed parameter
	`is_static'.
	(create_interface): Removed first passed parameter to
	parser_qualified_classname.
	(create_class): Likewise. Don't install alias on static
	innerclasses. Fixes gcj/275.
