Log message:
	* reload.c (push_secondary_reload): When invoking a reload_{in,out}
	pattern, always allocate a tertiary scratch register.
	
	* config/alpha/alpha.md (reload_inqi): Use a DImode scratch.
	(reload_inhi): Likewise.
