Proposed testcase: ICE in is_illegal_recursion with TBP bounds

The reproducer in comment 0 compiles cleanly on current trunk (GCC 16), fixed
by r16-6764-g33862166186. Attaching a testcase to prevent future regressions.
Can this be closed as FIXED?
