Proposed fix including testsuite exception fixes

Thanks for testing and analysing the def2doc.py bug(s), all very useful.  Here
is a patch which fixes the testsuite failures.  On FreeBsd15 I'm seeing a clean
bootstrap and all tests pass.  I've not yet looked at def2doc.py.  It needs
changing to reflect the new tags in the template definition modules.  I'll look
into def2doc now.  I'm posting the patch for analysis, the
testsuite/lib/gm2.exp now includes -fPIC for any target supporting shared.
