    Fix compilation error in vmsdbgout_begin_block on VMS targets

    Commit 4ed189854eae ("Add block parameter to begin_block debug hook")
changed
    the definition of the begin_block function pointer to add another
parameter,
    but I missed a call in vmsdbgout_begin_block.

    Fixes bug #118123.
