With -fno-ivopts we get:
        movl    $1000, %edx
        movl    $999, %eax
        .p2align 4,,10
        .p2align 3
.L2:
        movl    %eax, sink(%rip)
        subl    $1, %eax
        subl    $1, %edx
        jne     .L2
        ret
