The key here is to add the fix-hit hint more appropriate for the function
declaration. Clang is not smart enough here, when you try with:

static int func_1();
int func_1(int a) { return a; }

Perhaps change the text to say: "a function prototype must specify the argument
types" ?

Either way, it should be easy to fix for a new contributor.
