The problem seems to be in the renaming,
the test case

module omega_color
  implicit none

  type omega_color_factor
     integer :: i
  end type

end module

module foo
  use omega_color
  implicit none

  type(omega_color_factor) :: table_color_factors
  data table_color_factors / omega_color_factor(1) /

end module

works.
