I think you're right but it's interesting to note that I was just copying this
code more or less from gdb, and in bfd/opncls.c the code says

  /* FIXME: Should we support smaller build-id notes ?  */
  if (size < 0x24)
    {
      bfd_set_error (bfd_error_invalid_operation);
      return NULL;
    }

I wonder if that should also be <=.
