Reduced testcase:
template <typename> class A;
template <class T> struct B { static A a{T::a}; };
void foo () { B<int> a; }
Started to ICE with -std=c++17 -g when this started to be accepted in r260150.
Or e.g.
template <typename> struct A {};
template <class T> struct B { static A a{T::a}; };
template <typename T> struct C { static A<T> a; };
void foo () { B<C<int>> a; }
ICEs too.
