This appears to work as expected in GCC 6 and 7 (though not in 5).  Resolving
as fixed.

$ cat t.C && gcc -c -fdump-translation-unit=/dev/stdout t.C | grep "[XY]"
void f ()
{
  struct X { };
}

void g ()
{
  int i;
  struct Y { };
}
