Use this branch to prepare enhancements to the pr 78056 patch just
merged with mainline trunk:

1. Add a warning message if a request to target a particular CPU
   (command-line or in-line attribute) cannot be supported because
   the associated assembler lacks support for that cpu.

2. Issue an asertion failure if an attempt is made to install a built-in 
   function with an associated instruction code that equals zero.

3. Add one or more tests to exercise the use of in-line attributes to
   change the target CPU in the middle of a source file.
