move ptrdiff_type_node initialization to build_common_tree_nodes

Hi Richard,
Thanks for the suggestion. I have attached untested patch for moving
ptrdiff_type_node initialization to the build_common_tree_nodes.
Does it look OK ? Validation in progress.
