In the constant_value_1 loop, instantiate_non_dependent_or_null turns the
DECL_INITIAL of the decl which is a CONSTRUCTOR:

 <constructor 0x7ffff6da8e70
    type <array_type 0x7ffff6db0888
        type <integer_type 0x7ffff6d9c2a0 int readonly type_6 SI

into a new VAR_DECL:

 <var_decl 0x7ffff6db6120 ._1
    type <array_type 0x7ffff6db0888
        type <integer_type 0x7ffff6d9c2a0 int readonly type_6 SI

and the loop never ends.
