I was able to reproduce this also with gcc 6.1.0 (package
mingw32-gcc-c++-6.1.0-1.fc24.i686 on Fedora)

With gcc 6.1.0 the optimization option which is relevant is -fipa-cp-clone
instead of -fipa-pure-const
