Problem still present in trunk for gcc 6 (e.g. r232888), albeit it now with
column numbers and ranges:
foo.cc:8:21: error: redefinition of ‘const int foo<int>::u’
const int foo<int>::u;
^
foo.cc:4:36: note: ‘const int foo<int>::u’ previously defined here
struct foo<int> { static const int u = 0; static int v; };
^
foo.cc:12:15: error: redefinition of ‘int foo<int>::v’
