Starting with r232330 bootstrap of s390{,x}-linux fails with
Error: invalid switch -march=z13
Error: unrecognized option -march=z13
Makefile:554: recipe for target 'vect128.lo' failed
make[4]: *** [vect128.lo] Error 1
when using binutils that don't support z13.
