I agree with Jakub in c#1, given the docs for vec_duplicate, I can't see how
this is valid RTL.  I also agree with the general direction in c#3, ie, using a
non-special predicate so that the modes are checked on those insns where
comparisons appear as a SET_DEST or SET_SRC.
