Please don't set the severity field. "Blocker" would mean we can't release GCC
without fixing it, which is obviously not the case here.

This is PR 57272 which is not even a real bug because it isn't clear the
standard requires it, see http://cplusplus.github.io/LWG/lwg-active.html#2261
