[ARM][2/4] Fix operand costing logic for SMUL[TB][TB]

        * config/arm/arm.c (arm_new_rtx_costs, MULT case): Properly extract
        the operands of the SIGN_EXTENDs from a SMUL[TB][TB] rtx.
