changes to example in GNAT RM section on Unrestricted_Access

Since variable Global needs initialization, I have added an access
value pointing to a new  procedure. For the latter, I have chosen a
most unrestricted procedure, null, which seemed fitting. This
preserves the null exclusion of the subprogram pointer type.
