Thanks. This is due to r243347.  After that change, crtl->is_leaf is
initialized not only at IRA startup, but also by some optimizations such as RTL
CSE and LIM.  This means that the assert needs to go, but 'is_leaf' is reliable
only when true; otherwise, it's unknown if the function is non-leaf, or the
value simply has not been initialized.
