gnulib strverscmp was recently synced to match glibc strverscmp
libiberty is still using the old sort order from glibc before March
2009, and also needs a sync, as glibc and libiberty currently
compare differently.

libiberty strverscmp suffers from both, but I have the feeling that
20524 will not be fixed in glibc/gnulib.
