Hmm, I can definitely still reproduce based on today's trunk.
I'm using an arm-none-eabi compiler configured with
 --without-isl --with-float=hard --with-cpu=cortex-a15 --with-fpu=neon-vfpv4
--with-float=hard --enable-checking=yes
