We say in french : 
Ce logiciel est un logiciel libre, voir les sources pour les conditions de
copie, de distribution et de modification.  Il est fourni en l'état, sans
aucune sorte de garantie explicite ou implicite, y compris les garanties de
commercialisation ou d'adaptation dans un but particulier.

Or, if you need a shorder text:
Ceci est un logiciel LIBRE. Il est fourni tel quel sans AUCUNE GARANTIE. Pour
plus de détail, voir les sources.


- Replacing the "voir les sources" by a link to the license file will be
helpful.

-Citing the type of license (GPL3 I presume) will be more useful than saying
"logiciel libre"
