I get an ICE in ipa-comdats.c:371 when compiling system_error.cc from
libstdc++:

gcc -nostdinc++ -std=gnu++11 -fno-implicit-templates
-fdiagnostics-show-location=once -ffunction-sections -fdata-sections
-frandom-seed=system_error.lo -g -Os -c -fPIC foo.ii
