Andi has a patch for this IIRC.  But instead of

  /* Watch overflow that might result from insane profiles.  */
  if (time > MAX_TIME * INLINE_TIME_SCALE)
    time = MAX_TIME * INLINE_TIME_SCALE;
  gcc_assert (time >= 0);

we should "deal" with the overflow, not ICE on it.  Like by doing

  if (time < 0
      || time > MAX_TIME * INLINE_TIME_SCALE)
    time = MAX_TIME * INLINE_TIME_SCALE;
