Actually, the patch does work for me both with and without --with- 
libiconv-prefix=/usr.  In testing,
I had tried defining LIBS and this seems to interfere with the  
configure checks.  Removing the
define for LIBS fixed the problem with LIBICONV.   The substitution  
for OUTPUT_OPTION occurs
correctly.
