It gets added via  gcc/testsuite/lib/target-supports.exp's
check_vect_support_and_set_flags:

    } elseif [istarget sparc*-*-*] {
        lappend DEFAULT_VECTCFLAGS "-mcpu=ultrasparc" "-mvis"

Hence, it should also affect also C/C++'s vect/ tests ...
