To reproduce it in GNU/Linux:

# mount -t tmpfs tmpfs /mnt -o size=4k
$ cat > 1.c
int main(void)
{
  return 0;
}
^D
$ TMPDIR=/mnt gcc -flto 1.c
collect2: ld returned 1 exit status
