As written in comment 1, there are official GCC 4.5.0 binaries. I do not know
how they integrate into the package manager of Cygwin, but one can at least
download them from the official FTP server. I wouldn't be surprised if those
will install the compiler as "gfortran-4.5".
As libgfortran of GCC 4.5 is backward compatible with GCC 4.3/4.4, you could
consider to just install the newer library. But you could also use the newer
version of the compiler. For the new features, cf.
