I tried RUNTESTFLAGS="--target_board 'unix\{-m32,\}'". It doesn't
look like parallelized:

[hjl@gnu-32 gcc]$ ls build-x86_64-linux/gcc/testsuite
g++  gcc  gfortran  objc
[hjl@gnu-32 gcc]$
