No it wasn't, see the note at the top of the post:

It was opened as an issue and rejected as not a defect:

Stop making unfounded and incorrect claims such as "This code should not
compile" and "silently ignored"

Stating everything with such certainty when you haven't checked and are wrong
just makes it harder to take your bug reports seriously.
