Darn, I did not pay attention at all. Scrap the text starting with
"The issue is confusing..." above which is entirely pointless because
the code I pasted is wrong in at least two ways (as the error messages
correctly point out) and when fixed the problem goes away.

So there is no difference between templates and non-templates. The issue
raised in PR 9990 (and reproduced in the first part of the post) remains,
however.
