That doesn't mean anything. My testcase shows that a constructor
with priority 65535 may run after another constructor with priority
1007 in another file. We say explicitly

Note that the particular values of PRIORITY do not matter; only
their relative ordering.

That means we only guarantee constructor priorities in one TU and
my testcase confirms it.
