in the current trunk, gengtype is now a user accessible program. It is needed
(with the gtype.state file) for users coding GCC plugins with GTY-s, to
generate the gt-plugin.h file from the users' plugin.h plugin1.c plugin2.c
files.

It shold be installed, but I don't understand all the details. and I am not
able to provide a patch.

Apparently, gengtype should be compiled both for host & build, but I cannot
figure out how to do that and how to install it.
