[Bug libstdc++/40203] asprintf() and vasprintf() missing in <cstdio> header file

Indeed, these are extensions and certainly the C++ standard doesn't say must be
made available in namespace std:: via <cstdio>. Actually, I think this PR is a
duplicate...
