[Bug libstdc++/39598] New: Invocation of the interface basic_istream<T>::seekg(pos_type pos) calls rdbuf()->pubseekpos(pos) with wrong argument.

Invocation of the interface basic_istream<T>::seekg(pos_type pos) should call
rdbuf()->pubseekpos(pos), but it calls rdbuf()->pubseekpos(pos, ios_base::out).

Elimination:

Replace the call rdbuf()->pubseekpos(pos, ios_base::out) with
rdbuf()->pubseekpos(pos).
