2.2.4 is definitely *very* old, but in principle the macro should be available,
as far as I know. Jakub, what do you think?

I'm thinking that in the configure tests, for the auto case, we have a special
check for broken named locale support in early 2.2.x releases (suggested by
Jakub, by the way, if I remember correctly), in case, it would not be difficult
to add one more check in that place...
