[Bug c/40417] __const undefined

I assume that I should continue to leave __GNUC__ defined.  Is this the correct
choice?  If I continue to leave __GNUC__ defined, how do I properly resolve
this issue such that __const is defined?  Is there another header file that I
should be including?  Is there another macro that I should define/undefine?
