Some answers:

The -fno-strict-aliasing does help:

/usr/local/mingw-w64/bin/x86_64-w64-mingw32-gcc -g t.c -O2 
-fno-strict-aliasing && ./a.exe
mode = 81ff

I did not build mingw-w64 myself, but used a snapshot build from here:
