[Bug libstdc++/40802] Libstdc++ is broken for win32 host

Hey Peter, you are free to do whatever you want. Just wanted to clarify that
the GCC developers are routinely testing for many other targets, both 32-bit
and 64-bit, in general, and there the  problem doesn't show up. Since I'm not
maintaining such win* targets and I have no idea why they are different from
the linux targets which I (my company, actually) cares about, as far as long
long is concerned, just don't expect a fix from me missing some help from you.
That's it, nothing more, nothing less.
